HISTORY
After Fentara Rrab of Graxos IV died, Blish of neighboring world Graxos V became the Green Lantern of Space Sector 2815.
Blish was ambushed by Sinestro at a point where Space Sectors 2814 and 2815 meet. He was rescued by Hal Jordan, at the expense of letting Sinestro escape. Blish had wanted Jordan to capture Sinestro instead of coming to his aid. On Graxos V, justice comes before mercy.
After Blish's death, the Guardians of the Universe gave his ring of power to Arisia of Graxos IV, the daughter of Fentara.
Blish was memorialized in the Crypts of the Green Lantern Corps on Oa.

During the event known as the Blackest Night, black rings desecrated the Crypts. The ring placed itself upon his corpse, downloaded all of his memories and created a duplicate of his body that rose from the grave as a member of the Black Lantern Corps.

GLCWP NOTE
Even though it hasn't been said, I'm assuming Blish was one of the many GLs killed in the Power War in Green Lantern Vol. 2 #127. Dying on or near Oa, the Guardians of the Universe would have retrieved his ring, and chosen his successsor, Arisia.
