Synopsis: - A Star City bank has exploded, and Green Arrow believes hat Arsenal was inside. He desperately searches the rubble, with help from his close allies and the Outsiders - Indigo of the Outsiders reveals that there is no trace of Arsenal in the immediate vicinity. Arsenal has been kidnapped by Constantine Drakon and finds himself bound inside an armoured truck. Using his arsenal of gadgets, he is able to cause an explosion that drives the truck off the road, but Drakon gets the upper hand again and slits his throat just deep enough to cause bleeding, but not deep enough to kill - Arsenal must use his own hands as a pressure bandage to keep from bleeding to death. Meanwhile, Shift of the Outsiders finds something in the rubble - a box which contains a riddle. And sure enough, Drakon brings Arsenal to the Riddler.
