The flashback in this story takes place some time after Jason Todd (possibly) caused the death of Felipe Garzonas Batman #424 and only a very short while before his death, most likely between Batman #425 and #426.

Synopsis:

Bruce Wayne is served with a court order springing from social worker Felix Desidero's interest in the death of Jason Todd. He and Barbara Gordon both recall one of Jason Todd's final cases as Robin. Batman was out of town trying to track down the Joker, so asked Barbara to come out of her near retirement and look after Gotham (and Jason) in his absence. Together, Batgirl and Robin brought in a gang of cigarette smugglers, but both Batgirl and Batman expressed concern at his emotional state. Now, Bruce wonders whether or not he was a good father to Jason.
