Synopsis: - Two-Face makes good an escape from Arkham, and mayor-elect Marion Grange proposes to the current commissioner that she work directly for her, enabling James Gordon to return to the position. Batman catches up with Two-Face at a circus, where the villain is after a man who got away with murder, and is going to use a pair of conjoined twins to carry out his plot.
