Solicitation:

The Penguin comes out in Gotham City as a publicly donating philanthropist; is this another scheme, or has The Penguin really changed? It's up to Batman to find out!

Synopsis:

The Penguin makes a plan with The Joker to become the ruler of the underworld of crime in Gotham by becoming a philanthropist. He does this by stealing money from current philanthropists, and using their fortunes for his own newly lavished lifestyle, while donating small amounts of it to keep his name in the public eye. Batman knows penguin is up to no good, so he steals his spotlight by out-donating him as Bruce Wayne at the Policemen's Charity Banquet. Penguin seeks revenge, and plans to rob the Wayne Financial Institution, being baited by Batman. Batman shows up and stops him, taking out his various henchmen, and records Penguin confessing to his crimes.
