HISTORY

After a bank robber hid his loot in an abandonded building, he was caught, tried and sent to prison for a decade. While in prison he got into a fight and sustained a concussion. The injury made him forget where he had left the money.

Once free, he posed as a neighborhood super-hero, the Ghetto-Blaster. Aremed with sonic weaponry, he leveled abandoned buildings, claiming it was to clean up the neighborhood. When Black Lightning appeared, the veteran hero tried to talk to Ghetto-Blaster, explaining what he was doing could get someone hurt. Ghetto-Blaster then turned his powers on Lightning, forcing the hero to retreat.

Black Lightning overheard an off-hand comment made by the Ghetto-Blaster and soon realized there was more going on than the supposed hero was letting on. Feigning that he had the once-hidden bag, Black Lightning was involved in a second fight, this time defeating the Ghetto-Blaster who then told his tale to the people of the neighborhood, including how he would level their apartments in his search for his ill-gotten gains. - Batman and the Outsiders #21/3

POWERS AND WEAPONS

Ghetto-Blaster had hi-tech sonic weaponry capable of creating a concussive force. How he obtained the obviously weaponry has yet to be determined.
