Doctor Destiny uses a dream of an evil JLA to create a new universe.
HISTORY
Watching the dreams of others, perennial Justice League of America foe Doctor Destiny came across a dream of a Justice League gone bad. Ray Palmer, better known as the Atom, had been dreaming of his friends in the League. A dream in which the League had taken control of the world and made it a better place. Doctor Destiny twisted this dream, and forced the Atom to have the same dream night and day until an entire universe was coming into creation.
In this dreamverse, the people of Earth had suffered through war, economic chaos and worldwide food riots in urban centers. The United States was not spared from hardship and the government was on the verge of collapse when the President asked the League to ignore crime fighting and take a more active role.
The JLA, composed of Green Arrow, Black Canary, Red Tornado, Hawkman, Firestorm, Flash, the Atom, the Martian Manhunter, Green Lantern Hal Jordan, and the Batman, was able to bring food to the hungry and rebuild the infrastructure and restore economic stability. Inspired by their success, the JLA wanted to do more and took more control, at first approved by the United Nations. The more power the JLA took, the more power they wanted until they became a defacto government, answerable to no one. Batman, wary of what he saw coming, left the JLA. By this time, the JLA had even arranged for Green Lantern Hal Jordan to become the Vice President. Lightning Squads of armored enforcers helped the JLA keep the peace. At the JLA incarceration complex in Nevada, a psi-scrubbing process was used to rehabilitate criminals but the complex itself was used more and more as a place of torture. The heroes of the JLA had become cold, brutal fascists led by their "World Security Chief" Hawkman. - Justice League America # 72, 74
Two years after the President had called upon the hero team, the US government itself was secretly working with supervillains to remove the JLA.
A small force of supervillains, led by the Wizard, broke into Gotham Museum's Egyptian exhibit to take a magical scepter which would enable them to drive off the JLA. Unfortunately, the Floronic Man and Blockbuster who had been guarding their attempt were neutralized by the Martian Manhunter. Sinestro tried to bring his yellow power ring into play but the Martian Manhunter broke his arm. Star Sapphire attacked, unleashing her gem's power upon J'Onn J'Onzz, only to be disintegrated by the Manhunter's Martian vision. All that was left was a pile of smoldering ash. Though startled by the death of Carol Ferris, late arrival Green Lantern felt no remorse. They were the JLA and they would use any means necessary to eliminate their opponents.
Badly wounded, Sinestro had slipped away. He wanted to escape into space but his injuries prevented him from concentrating enough to do so. Sinestro was in Dallas when the JLA finally caught up to him. The former Green Lantern eluded Green Arrow and Black Canary but was knocked out of the sky by the brutal Hawkman. Sinestro might have been killed then and there had not Green Arrow spoken up for him.
Still, Sinestro's fate was sealed. Hawkman stripped him of his yellow power ring and took him to the Nevada complex. Instead of psi-scrubbing and rehabilitation, Hawkman ordered both of Sinestro's arms to be amputated at the shoulder while the villain was awake for the process. Hawkman would later claim Sinestro met with an unfortunate accident and he had taken the power ring to keep it from falling into the wrong hands.
Some nations took a more active stance in their resistance. When China opposed the JLA's plans for reorganization, it had to strike at its enemies by launching a nuclear attack on the JLA satellite. The Flash and the Atom were able to detonate China's missiles inside the silos, killing all personnel and causing an international incident. When the President of the United States protested the JLA action he was forced to take a "vacation" and Hal Jordan took over his duties. - Justice League America # 72
As the dreamverse merged with reality, their JLA satellite materialized in the real world. When their electrical systems shorted out, and three Justice Leaguers from the true reality went to investigate, the dreamverse JLA took the approach of Guy Gardner, the Ray and Bloodwynd as an attack on the satellite. Firestorm immediately retaliated. - Justice League America # 73
Green Lantern, the Martian Manhunter and Firestorm were able to defeat and capture Gardner and the Ray but Bloodwynd eluded their grasp. In the interests of "security" the three Dreamverse Leaguers took all the onlookers into custody as well. - Justice League America # 73 - 74
Other members of the real Justice League tried to find their missing comrades after the dreamverse JLA satellite winked out of reality. When the real Justice League interacted with the dreamverse, they too were taken from reality.
Black Condor found the fugitive Sinestro running for his life in the desert outside the dream JLA's Nevada prison complex. He tried to help the badly wounded Sinestro but Hawkman used Sinestro's own ring to kill the Korugarian. - Justice League America # 73
Backed up by Red Tornado, the Flash and Green Arrow, Hawkman held Black Condor's life in his hands, forcing Wonder Woman, Agent Liberty and Maxima to surrender.
The heroes of true Justice League were taken to the Nevada complex where, under the orders of Hawkman, they would be interrogated and tortured. Bloodwynd, assisted by the dreamverse Batman, slipped past security and came to the rescue of his Justice League. - Justice League America # 74
When Bloodwynd was revealed to be the true Martian Manhunter, Blue Beetle, comatose from injuries sustained in a battle with Doomsday, entered the dream world as well to assist his comrades.
The dreamverse Green Arrow, firm in his stance that Hawkman was wrong, sunk an arrow into his fellow Leaguer's shoulder in order to protect the Batman. Hawkman responded by vaporizing the Emerald Archer with the yellow power ring. Guy Gardner, possessing his own yellow power ring, battled the Thanagarian leader of the dreamverse Justice League.
In the true reality, Doctor Destiny tried to murder the Atom, which would trap the real League in the dreamverse and allow the dreamverse to become the permanent reality. Booster Gold held off Doctor Destiny long enough fir the Blue Beetle to force himself out of his coma and defend the Atom. When Destiny was defeated the true Justice League returned to reality.
The Atom eventually recovered from his injuries. The dreamverse Justice League has not been seen again. - Justice League America # 75
