This story is no longer in continuity.
The inclusion of a Silver Age Vigilante, native to Earth-One, is necessary to retain the continuity of issues #78 and #79 and some of his other later appearances. The Silver Age Vigilante may not originally be Greg Sanders, but someone who assumed his identity and his alter-ego for unknown reasons.
The Silver Age Plastic Man shown here is either the father of the hero shown in the two Plastic Man series published in the 1960s or his son, very early in his career.
This issue also has a short feature, 100 Issues Ago, recapping the events of Justice League of America #44.
