HISTORY

Formerly on the ruins of Coast City, Engine City was built by Mongul and the Cyborg Superman in a failed attempt to turn Earth into a new Warworld. Engine City was dumped into the Pacific Ocean.

In his only documented appearance, Kosnor claimed he had created a kingdom of mutated sea-life spawned by chemical pollutants leaked from the wreckage of Engine City. He then used the mutations for attacks on the surface world, attempting to force Earth's super-heroes to rise up and act and take Engine City into space.

The design and color of his armor made those on the surface believe it was Aquaman attacking. This misunderstanding led to an altercation between Superman and the King of the Sea. They followed the mutated beasts to a castle beneath the waves where they confronted Konsor. Telepathic compulsion forced the heroes to become his prisoners, but the command was only limited to prevent escape, not an attack. They were able to pull down part of the cave they were trapped in on top of Konsor, which broke the telepathic command.

After rushing to Los Angeles to fend off an attack by the mutated sea-life, the heroes learned Konsor had escaped. He has not been seen since. Superman scanned Engine City and found no evidence of any chemical leakage, casting some of Konsor's story in doubt. It is not known in Konsor is native to Earth or is an alien. - Superman: The Man of Steel #48

POWERS AND WEAPONS

Konsor has strong telepathic powers to command his mutated sea-life as well as Aquaman and Superman. He also has great strength and resistance as he can withstand the crushing pressurs of the ocean floor.
