HISTORY
A group of super-powered criminals that frequently opposed the Legion of Super-Heroes. The team was first brought together by Tarik the Mute and comprised Cosmic King, Lightning Lord, Saturn Queen, Radiation Roy, Ron-Karr, Spider Girl and Nemesis Kid. Their scheme involved the creation of school for super-villains and the kidnapping of Colossal Boy's parents to learn the secrets of the Legion Academy. Later, the Super-Villains recruited Sun Emperor and Chameleon Chief to their ranks. The team, however, never could match the efficiency of the Legion of Super-Heroes to realise its goals and much of its members spent the next years in prison.
The Super-Villains managed to really challenge the Legion under the leadership of Nemesis Kid and the new team he had assembled. For the first time surpassing the legionnaires in sheer number, the villains started to take them out one by one. Their project was to conquer Orando and use the planet as a traveling world to enter another dimension where they could reign. This small army of crooks included: Lightning Lord, Cosmic King, Esper Lass, Hunter III, Lazon, Magno Lad, Micro Lad, Mist Master, Neutrax, the Daxamite Ol-Vir, Pharoxx, Silver Slasher, Terrus, Titania II, Tyr and had the technological support of the rogue Gild'ish'pan Zymyr. While their purpose was essentially to leave this universe for a "legionless" dimension, the desire of revenge of certain members proved to be their undoing. The villains were defeated but the Legion lost Karate Kid, who sacrificed his life to save Orando. Most of them were taken in custody by the Science Police except Nemesis Kid whom Queen Projectra executed.
Another team of Super-Villains formed years later in an attempt to prevent the Legion's creation by traveling through time. After a run in with Superman in the 20th century, they were defeated and brought back to their proper era.
During the so-called "Legion of Three Worlds" case, the most powerful version of the Legion of Super-Villains was created by Superboy-Prime.
