HISTORY

The self-proclaimed Lord of Limbo rules a barren domain beyond time and space. A vortex would draw in time travelers from many worlds and eras. Despite whatever powers the traveler might possess, the Lord of Limbo would project "mental jamming waves" that would rob the victims of their will to use their powerrs in self-defense. The Lord of Limbo would cruel allow glimpses into the outside world of the travellers in order to taunt his helpless prisoners.

When the Flash was the latest to fall into the vortex, it seemed the Scarlet Speedster was also doomed. However, the Limbo Lord's prisoners gathered what little will power they could muster, projecting it towards the Flash. This enabled the speedster to escape the Lord of Limbo's clutches. -Flash #284

POWERS AND WEAPONS

The Lord of Limbo could negate his victims powers by somehow supressing their wills. He was able to travel in time and space through the use of an astral form.
