HISTORY

In the depths of the Marianas Trench outside Japan, lay the home of the alliance of former Water Elementals known as the Parliament of Waves. Possibly, this Parliament was the unseen power responsible for the creation of Naiad, the current Water Elemental. In recent years, the Parliament joined the other elemental Parliaments in an attempt to re-make the world. The Parliament of Waves was then destroyed by the Heavenly power known as the Word (I), but not until they had passed on their power to the Swamp Thing (IV).
