HISTORY

A short-lived white supremacist group formed by the owner of Smiley's in Detroit. Its claim to fame was in late February 1942 when the group attempted to prevent blacks from moving into a housing project.

The so-called Phantom Emperor had contacted the Monitor to obtain a super-powered android dubbed the Real American. The Phantom Empire was soundly defeated by the All-Star Squadron and has not been heard from since.

POWERS AND WEAPONS

Aside from the Real American, the purple-hooded members of the Phantom Empire were of average capabilities and if they possesses weapons, it would have been nothing remarkable for the year 1942.
