HISTORY

A rocket scientist who went over the edge and started using hallucinogenic powders, sneezing powders and home-made bombs to terrorize Gotham City, until he was captured by James Gordon and sent to Arkham Asylum.

An old man, Powder escaped from Arkham and was killed during the influence of a hallucination. The Batman eventually learned that Powder had been duped by a deranged Arkham psychologist into constructing deadly virtual reality-like hallucinations using a mutant named Fidel Finnegan, who was also an inmate of Arkham.
