HISTORY
The Quorum is a top-secret, corrupt government agency that has clashed repeatedly with Guy Gardner. Among its former agents are Major Force (who was resurrected by the Quorum), Mace Gardner a.k.a. Militia, Mace's girlfriend Honey, and Sledge. The organization was temporarily taken over by Martika. The Quorum was responsible for the birth of the super-hero team called the Blood Pack, in a failed attempt to create a super-human army.
