This story is made up of several flashbacks:
Dinah grows up and is trained by her father (from DC Super-Stars #17)
Dinah meets Detective Larry Lance and breaks up a gambling ring with him and her father.
Dinah's father dies, she opens a flower shop and begins to fight crime from the inside as The Black Canary. (from DC Super-Stars #17 and Flash Comics #86)
The Black Canary joins the Justice Society and serves with them until the team disbands. (through Adventure Comics #466/3)
Dinah retires and marries Larry Lance (in a wedding attended by the JSA in their civilian identities, including a love-sick Johnny Thunder). (from DC Super-Stars #17)
Birds of Prey #66 [Flashback]
The two open up Lance & Lance Investigations, but are thwarted by the corrupt Gotham government.
The Reaper begins to hunt and kill criminals in Gotham until he is confronted by Green Lantern (Alan Scott), who is critically wounded.
The Justice Society (Wildcat, Dr. Mid-Nite, Atom, Flash, Hawkman and Hawkgirl) reforms briefly to hunt down The Reaper, but are ultimately unsuccessful.
The Lances retire from investigations and start a Security company, move to the suburbs and Dinah Laurel Lance is born.
Growing up, she is entertained by her "uncles" from the JSA (Jay and Joan; though this should probably be Johnny Quick and Liberty Belle, Hawkman and Starman); she is discouraged by her mother from knowing about her heritage as the daughter of the Black Canary.
Dinah trains with Ted Grant (and possibly Yolanda Montez) and learns of his tragedies in his life.
In an argument with her mother, Dinah's powers manifest. She is tested by some JSA members (Doctor Fate, Green Lantern and Wildcat)
Dinah Laurel becomes the second Black Canary, joining the Justice League and becoming Green Arrow's lover.
