Dr. Phosphorus tries to take revenge on City Council and the people of Gotham, Batman tries to stop him!

Synopsis:


When Alfred becomes sick, Batman rushes him to the hospital. Doctor Bell is working at the hospital, Commissioner Gordon comes to give Batman a letter from Dr. Phosphorus, a threat against Gotham City. Batman is informed that Doctor Bell is a member of City Council, and there is an epidemic going around in Gotham. Batman attempts to investigate, and is getting a drink of water, when he notices something. He realizes that the water is the source of the epidemic. He tries to warn Commissioner Gordon who agrees with him that the water is the source of the problem, because he remembers drinking water, and then collapses from the sickness. Batman heads to the Gotham Reservoir to find the source of the problem, and encounters Doctor Phosphorus, who he cannot handle because of his fiery touch. He is informed that Doctor Phosphorus had been lying in the water to contaminate it. Doctor Phosphorus goes to Doctor Bell's house to tell him of his origin, where he was a major donor to Gotham's new nuclear plant, yet it was unsuccessful as a result of city council's failure. He goes to the plant to look around and is morphed into Doctor Phosphorus by a nuclear accident. He vows to take revenge, and forces Doctor Bell to order an anti-Batman order. Batman catches a small criminal, Smiley Royal, and when the cops show up they present him with a subpoena, which states that he must appear in front of a jury. Batman shows up at Gotham General Hospital to check on Alfred and Commissioner Gordon, Bell tells Batman of City Council's plan, and Batman leaves. At Sprang Memorial Arena, a concert is interrupted by Doctor Phosphorus, who seals the arena with poison air and it is unknown if he kills the people inside. Batman goes to his new Batcave under the Wayne Foundation Building and notices that his Geiger Counter is acting up. He then knows that Doctor Phosphorus will be at the nuclear plant. Chief O'hara calls Batman to warn him to not trust cops because of the new City Council order. When Batman goes to check the nuclear plant, he is driven away by guards. Bruce Wayne hosts a party on his boat, where Rupert Thorne, Doctor Bell, and Silver St. Cloud attend. He has a conversation with Silver, and then slips away to the nuclear plant as Batman, sneaking past the guards. Batman defeats Doctor Phosphorus, and returns to the boat as Bruce Wayne, where silver notices that his hair is damp, presumably from the water. Issue ends, Hugo Strange will be in next one.
