- This story is set one year after the Flash's debut and explains the origin of Central City's annual "Flash Day."
Synopsis: - The Flash is reluctant to appear in a celebration honoring the first anniversary of his appearance in Central City, when he battled the Turtle. Unbeknownst to all, the Turtle had set up a phony petition and newspaper campaign to create "Flash Day." The Turtle was now using the event to divert the attention of the Scarlet Speedster while committing his one man crime wave.
- Surrounded by an adoring public, the Flash can't break away to stop his foe. It is only when the Flash uses the crowd to his advantage that he is able to defeat the Turtle. The Flash claims the Turtle is actually an actor reenacting their first confrontation and the enthusiastic crowd parts to watch the "mock" battle. Firing a gun into the crowd, the Turtle once more tries to distract the Flash, but the crowd turns on him and the Turtle is apprehended.
