This story is labeled as part of the "Battle for the Cowl" event/crossover...

Where does it occur during that storyline? Barbara is out of town for 36+ hours during this three issues.

In the first story she is very newly returned to Gotham, just after Birds of Prey #127.

Commish Gordon (who appears in the first issue) says that Batman is "gone", so probably after Gotham Gazette #1?

Oracle appears in Gotham Gazette #1, Batman: BFTC #1, BFTC: Underground #1, BFTC: Network #1 and part of Batman: BFTC #3 then Gotham Gazette: Batman Alive? #1 (in that order, i guess...)
