HISTORY

A representative of Star City's mayor's office, who came to Manhunter IV with an offer to make him Star City's "meta-human attraction". Then, later offered a substantial paycheck to leave Star City and not be a super-hero there. Since Chase Lawler had just lost his powers to Mark Shaw, he took the offer and left the city with his girlfriend, Beth.
