Synopsis:
The D.E.O.'s Agent Chase and Dr. Collins tell new agent Hansen the various rumors surrounding their Director, Mister Bones. That he has a criminal record is well-known, but other facts about him, such as how he got his prosthetic leg, and how he obtained a pardon for his crimes, are less easy to verify. They are interrupted by the Director himself, who wants the report Chase has been preparing on Hawkman and Hawkgirl. When the Director leaves the meeting, he receives a call from someone who evidently helped him get where he is today. He is ordered to use what he can against the Justice Society, just as he did in getting them to help with a situation on Blackhawk Island. The Director feels uncomfortable acting against them, as some of them helped him in the past, but he has no choice. He may well use the leverage he has against Hawkgirl and Mister Terrific.

Feature Character(s):
- Roulette II (Victoria Sinclair; first appearance; next in JSA #27)
- Captain Cold (in between Flash Vol. 2 #174 and #177)
Guest Star(s):
- Firebrand III (last in Firebrand #9; dies?)
- an unnamed Checkmate Knight
Location(s):
- The House (first appearance)
Synopsis:
Roulette bemoans the fact that her establishment isn't as popular as it used to be: the main attraction has become as dull as a fight between two completely unknown heroes: a Checkmate knight and Firebrand. Firebrand, even in the midst of battle, realizes that he and his opponent are pumped full of drugs to make them do this. He tries to get through to his opponent, so they can try to fight against the drugs, but gets a knife in his throat for his trouble. Fight over. Roulette is displeased with the short length of the fight and the lackluster nature of the fighters and realizes she needs some big names. Her eye falls on a news item about the JSA...
